Need for Classroom Training
Producers across the country are reporting that while they prefer classroom training, they are having challenges finding classes to attend. This is because most of the course providers offering the NAIC, DRA Partnership training only offer it online.
NAIC and DRA Training Requirements
In 2006, the National Association of Insurance Commissioners (NAIC) updated its Long-Term Care Insurance Model Act, for the first time incorporating mandatory training for long-term care producers. The training requirements were designed so that they would fulfill the DRA’s provisions, and the requirements were referenced in many of the State Plan Amendments (SPAs) submitted to the Centers for Medicare and Medicaid (CMS) by states implementing Partnership programs.
Since December of 2006, over thirty states have implemented new agent training requirements in response to the Deficit Reduction Act (DRA) and the NAIC Producer Training Model Act. The training in these states is not reciprocal with the training in the original 4 Partnership states of California, Connecticut, Indiana and New York.
Unlike continuing education requirements, which are validated by state departments of insurance, long-term care insurance carriers are responsible for validating producer compliance with these requirements. Never in the history of the insurance industry have insurance carriers been responsible for validating training on such a large scale.
8 & 4 Hour Training Requirements
The NAIC Producer Training Model Act recommends an 8 hour initial training course and a 4 hour refresher training every twenty-four months. While many states have adopted these training requirements, many have veered from the model.
